The project is a multi-year civil infrastructure build spread across a large, changing footprint, with several hundred contractors from dozens of subcontractors passing through the gates on a busy day. Under CDM 2015 the principal contractor has to control site access and make sure only competent, inducted people reach the areas relevant to them, which a manual sign-in and a paper induction log struggled to keep current as the workforce churned daily.

Rollout was phased across the site as it developed. The survey identified the main gate, induction centre and the thresholds of restricted zones such as lifting areas and live-services corridors; Safety Detection Points went in at those points; and every worker's safety tag was linked to their induction status and the zones they were cleared for. Because the site expands over time, additional detection points are added as new areas open rather than in a single fixed install.

The operational effect is that authorisation is enforced at the point it matters. When an un-inducted or unauthorised worker approaches a restricted zone, the system flags it immediately for an escort back to the induction centre, so breaches are caught at the threshold rather than discovered later. Live contractor headcount replaced the daily reconciliation of paper sheets, and high-value plant carrying asset tags is located in seconds instead of being hunted across the site.

For the principal contractor this turns CDM access-control duties into a demonstrable, timestamped record: who was on site, who was inducted, who entered which zone and when. That evidence supports both routine assurance and any post-incident review.
